What is ICS2?

ICS2 allows EU customs authorities to collect advance information on goods prior to their arrival, in order to identify and mitigate potential security risks and comply with current regulations.

ICS2, Import Control System 2, is an EU information system for the management of the Entry Summary Declaration (ENS).

Third state operators intending to declare ENS in ICS 2 must obtain an EORI in a member country. This is where they should apply by 4 December for the deployment window until 1 April 2025.

The carrier must always correctly identify the party that is going to declare the Houses by means of the Supplementary Declarant of its Master consignment declarations, in which it will identify the EORI of the House filer. Therefore, there must be communication between the parties involved so that it is clear who declares which part of the ENS. In any case, whoever will assume the role of House filer must request the deployment window.

In the case of CHANGES OF THE RECIPIENT (OR OTHER DATA) when the ENS HBL has been sent, it is not a modifiable data. In these scenarios, the best thing to do is to cancel the ENS message where HBL was declared and send a new message with the new HBL.

A Spanish company can declare through ICS2 the entry of goods through any EU country, and it has no bearing on the final destination of the goods or where they will be imported. What is important is to identify where the goods will enter the EU.
